If it only changed a couple of 100rpm then what you felt was probably the torque converter locking and unlocking as opposed to gear changes. What do you mean by "towed at 65 with tow haul"? Not sure, but if your truck doesn't have the tow package then it likely wouldn't have a tow/haul mode either. You shouldn't tow with cruise on unless on flat ground where the truck is able to hold speed and gears.
