Always been my contention that anyone driving any RV on the highway (Motor home, 5er, TT or anyone pulling recreational doubles)need to pass not only a written test but a skills test driving their vehicle combination or they don't get a license to drive it.
Real simple.
Just like I had to do to get my Class A commercial license.
Additionally, there should be a physical requirement as well, again, just like my Class A. You cannot pass the physical, no license.
You (and I) don't need grandpa Zog motoring down the road in a MoHo when they cannot see or hear and have reaction times like a turtle...
(Rhagfo) I agree 100% with this I have seen way too many physically impaired drivers of RV's. As to reaction times, heck way too many drivers in general don't have good reaction times.
I'm all in favor of DOT regulation and licensing of recreational vehicle drivers, here in the states and Canada. Always have been.
(Rhagfo) Many states require license endorsements for motorcycles, which are small and light. Guess they don't have great lobbyist!
Just because you have the bucks to buy a Tiffin or a Newmat or a Prevost, don't mean you have the skills or commmon sense to drive it on public roads and put other's lives in danger.
(Rhagfo)Usually the bigger the RV the less skilled at driving the owner is.
Ar some point regulations and licensing will be implemented, only a matter of time.
(Rhagfo) Don't hold your breath, as the RV industry has strong Lobbyist. - MDKMDKExplorer

I watched that video
And he says he did slow down
Everyone of us know that slamming on the brakes at highway speed is a dangerous last resort, that can result in loss of control and roll over
And the side of the road at the time of passing was soft sand
He pulled over when he got to a section that was hard packed ground
The class A driver was an idiot, driving faster than all other prevailing traffic, and passing everybody on a two lane black top
Could have been mitigating circumstances like, the Class A driver had to go pee real bad or shat his pants and wanted to get where he could remove them asap....
Guess thats why I always drive slightly below the posted limit, leave plenty of space between me and the next vehicle and when I get passed, I immediately reposition myself to maintain assured clear distance. I'm never in any hurry to get anywhere. I'll die soon enough without being stupid.
Well driving slightly below the limit in good weather, is inviting just the type of behavior seen by the Class A driver, be it soo wrong of him.
Personally I try to go with the traffic flow within reason, that road based on the video, likely would have been 60 to 65 mph. There are two lane roads in Washington state with 65 mph limits.
Now to the Video!
The Class C driver makes the comment that the driver behind him is not in view keeping a safe distance. Than if you watch the video when the class A is nearly pass him the Class A is almost to the rear bumper of the next RV in the right lane, so traveling at 55 mph 60' is a safe following distance? Wait, he had already stated he was braking, so WHY is he still within 60' or lees of the RV in front of him.
There are two drivers at fault in this case! The Class A driver for sure for passing with oncoming traffic he should have been able to see before he started the pass.
The Class C driver should have started backing off as soon as he saw the Class A coming around, as he was following so close to the RV in front of him what appears to be too closely.
One other thing, based on the time stamp the Class A was on the Class C's Butt for only 1 minute and 18 seconds, not three or four miles.
That and there was no reason for the Class C to continue to pull on to the shoulder, other than for dramatic effect!
Don't get me wrong the Class A driver was doing a crazy pass, BUT the Class C driver could have done a bit more to make the best out of a bad situation. Personally if I have someone starting to pass me, I simply lift off the throttle to just make it that much easier for them. - MDKMDKExplorerThe vast majority of RV drivers are probably safer drivers in their RVs than they are in their everyday vehicles. This was just an example of some folks who made some mistakes and, from what I've seen in 10 years of driving all over North America, are not typical.
- SidecarFlipExplorer IIIThe go buy it and drive it or tow it with no experience or common sense needs to come to an end and it will never be about self policing or education. Will be about mandatory licensing and skill testing and if you don't pass you don't drive an RV.
There are many, many RV owners on the road that should not be...on the road and you as well as I know that. - SidecarFlipExplorer III

Sadly they will be implemented to squeeze money out of the regrowth of RVing rather than anything having to do with safety.
Probably correct but it needs to be done for the safety of the motoring public. It will happen, only a matter of time and while there will be a lot of screaming, it's very necessary. - GordonThreeExplorer
