Up to $1000 for a five day RV site.
i just did a quick estimate.

Ottawa is not a poor city, it has a strong economic base.
Tourism is all gravy. For the last few years it hasn't been enough to attract them, they have to be squeezed.

We are a destination on the Trans Canada Hiking Trail. They use to have a fenced in campgound for hikers right in downtown complete with washrooms for free. It's all gone.

We have been to Ottawa, Mary has family there. This may be some grand celebration, but we will vote with out wheels. The only reason we paid 30$/day to dry camp at Albuquerque was that I did not then know how to find out what else we could do. That was years ago and I know now.

My personal limit for a dry camp is pretty solid at 15$ and there had better be a reason for that.

I don't understand a lot of what people pay for these days. Some people pay $20 to run in a race. I can run in the park for free. Some people pay $500 to go watch the Cowboys not win a playoff game - again. I got to watch them lose for free (on TV). I once paid $30 so my wife and I could look at RVs, but I'm only going to do that once. I don't relate to the concept of paying money to look at merchandise, but not buy it. So your alternative is, don't go to the festival. You can pitch a tent in your back yard for free.

Well, it is only happening once for the 150th holiday weekend. And probably not again until the 200th, when most of us won't be here to complain that the cost is $1000 for a tent.
So, gouging? No, as a sane person would pass on the offer and watch the fireworks on TV. Those stupid enough to pay can only brag that they were "there".

I have no problem with the city covering expenses, & some, but yes these prices are extreme. If I were thinking of attending the decision would be made for me.

We have been to the Albuquerque Balloon Festival twice. First time we did not depart till the day after it was all over & the dry camping are was almost deserted. Stunning! Hardly a speck of trash to be seen anywhere.

So true but with one slight exception. The toilet paper issue has eased slightly after the Venezuela people finally discovered that even using a single square of toilet paper actually has 2 sides and therefore can be used twice!
