Seems like an excuse not to discipline the kids. There are lots of other options for discipline besides spanking but they take more effort. They were told not to spank the kids so they just don't do anything. Seems to me it's not the authorities that have the problem there.

I believe you have hit the root of the reason there are so many problems with young adults. Light spanking is a parenting technique not often applied this day and age.

It's not about the spanking and it's not about the young generation. It's about accepting responsibility for one's actions. It's about sometimes having to do the difficult thing because it's better than doing the easy thing.
You are correct, to a degree. Accepting responsibility is the difficult thing to do.
Try educating an irresponsible belligerent adult and let me know how that works for you.
The only sure way to get a better next generation of adults is to start educating the concept of "taking responsibility" for one's actions at an early and impressionable youthful age. Our youth are like sponges, they absorb most everything. Including both good and less than good actions / lessons presented to them.
Build a house on a less than solid foundation you have a mess in the future. Today we certainly have a mess with regards to adults taking responsibility for their actions.
We as responsible adults, must take the task of teaching to our youths what taking responsibility for your actions and doing the 'right' thing even if it IS more difficult, really means.
I have tried to teach my children a very simple concept; Right and Wrong. If you would NOT do or say something in front of your parent, wife, husband, significant other, don't say or do it behind their back. You know what is 'right' and what is 'wrong'. Do the 'right' thing, even if is the harder thing to do. Treat others as you wish to be treated.
Best of all the world has to offer.
