WI got rid of the dump stations long ago, most were eliminated by the mid-'90s. As far as closed rest areas, can you cite which ones? All the ones I know of have been slightly relocated and rebuilt, but I know of none that have been eliminated, at least not on the Interstates. If you are talking about the ones on the country highways that only had out houses, then yes, most of those have been eliminated. Methinks Gov. Walker's doing a little grandstanding here- I can just imagine the uproar there'd be if he actually volunteered Wisconsin's money to pick up the slack on Federally funded/managed properties!
All of the supposedly affected Wisconsin properties listed in this news article, for one, are in fact funded by Wisconsin taxpayers, not the Feds.
