Does this valve disassemble?

All the tips came in handy, it broke loose and I found disintegrated rubber, so bad I could not determine what shape it used to be. At the bottom of that rubber was a cone shaped brass washer, not certain what it was for other than to perhaps prevent the rubber from sliding down toward the seat. It was bent, so I could not use it again, but was able to drop an oversized conical shaped seat over the stem and still had room to secure it with the nut. Waiting for the freeze to end so I can flush the water system and check for leaks.

IMO it would be easy to knock the valve stem compression nut loose. Define knock: OK, all it takes is two small-to-medium ballpeen hammers. Use one to "back up" the blow. Start with a light blow, square on one flat of the hex and backed up on the opposite hex flat.
Keep going with light hits on as many flats as you can. Keep on doing it until you can turn it with the wrench (I use a deep socket). Of course, I always hold the body of the valve while applying torque with the wrench.

I have not done a thing with this valve, was taken in another direction. Once I arrived back under the vanity area I started on the rewire job for my Atwood water heater as it did not work on AC voltage when we took our trip last October. The heater is new, installed by the dealer due to them overlooking it during winterizing (along with some other water lines and a filter).

After checking all the AC and DC wiring, I discovered no DC current at the relay on the tank which kicks in the AC current for the element. I'm going to post this in another thread but it was a debacle, should have it finished today.

I'll advise how the valve comes out, should be done today between my painting project and the water heater.

Something has changed with pic posting recently. I used to post photobucket pix all the time with the same V&H dimensions, then maybe a year ago they would get all wonky before correction.

Desktop.... OH !.... That thing with the keyboard? I'm on an iPad 90% of the time anymore so its a simple finger zoom. changing aspect is a different problem

I agree, before posting one should check the width & height of the pic so others can at least figure out what it is the pic is illustrating ... but it's not the end of the world as simply dragging a non-corrected pic to your desktop will allow you to view it in it's original format with the correct aspect ratio. ;)

I DID note the dimensions of the reduced size photo (on the hosting site) and transferred that information directly to the two fields provided prior to posting it. However, not until someone here mentioned that I could actually go back and edit the photo dimensions that I did so. Process was accomplished immediately after I read the post, but I have other work going on so not always online.

Having only 1 view I can guess this is typical vanity shut off valve.
Those are made with different technologies and when older valve had compress bushing, some of them can have orings.
The trick to take it apart is to turn the holding nut a bit and then turn the steam a bit. They have to come out together.

Unfortunately, the area under the faux bottom of the vanity (where this piping lies) and the wiring to the hot water tank to the left of this spot are a mess from the dealer doing "work" in there. Prior to purchase, they allowed the tank and some of the water lines to freeze, supposedly all was fixed, however, I found a couple more leaks and the tank was wired incorrectly, it would not operate on electric at all. Not to mention they used wire nuts on the 12 volt which were already falling apart. Those are regular multi turn valves with some string laying where the previous owner had tied tags on as labels.

At this point, I would like to THANK you all, this has been some extremely helpful advise here. I am visiting a sick friend later this morning and then heading to Lowes.
