It is dirt in the main jet.

This is a normal and common problem with the Honda and Honda clone carbs. They are a decent carb but the main jet is prone to getting clogged.

The main jet can be removed and cleaned which is really the only way to correct the problem. Sitting the carb in cleaner will not remove the debris nor will dumping sea foam into the gas.

Worst comes to worst, you can buy the clone carbs for less than $20.

I had the same problem on my power washer. I had the carb off several times even had a mechanic clean it once. Still wouldn't work. The final time I found this little tiny pensy winncy port that was blocked. Cleaned her out and she runs fine now.

When I took my carb apart i did not see anything. After blasting passages with carb cleaner and compressed air, it ran like new.

Success. Took the carb off and apart. Found a small piece of aluminum in the main jet. I think it got there when I put the jet back in last time. This time when I put it together, I used the air compressor to blow everything out of it. Now to put some ethanol free gas in and let it run for a while.

If it's NOT an "Inverter Type" yes it should run at a constant RPM, probably 3600. But... with a load, like A/C compressor running, it needs the throttle open to make the power to hold that 3600. Then say the compressor cycles off. Still 3600, but the carburetor is using its "idle circuit." Is it surging/hunting under load, at idle (no load) or all the time? Probably a completely different arrangement, but let me mention the Honda engine on our pressure washer. At "idle" (trigger on washing wand not squeezed) it surged. Under load (washing), no surge. Turned out the idle stop screw wasn't set high enough. Throttle was totally closing and the governor would catch it. Then it'd try to idle again, close totally, governor catch it - Surging.

I say it is lean. I bet reaming the main jet a little would do it, problem is you cannot put it back where you started.

how old is oil ? warm it up and change the oil
sounds funny i know, but the Governor mechanism for the throttle control may be sticking or a very fine exterior spring which dampens governor oscillation might have broken, i replaced one on my champ 3500, before i switched to the inverter models

I would consider going up a number or two on the main jet if available.
Maybe drill a replacement but always keep the original.

Does it work better at higher elevation?

Your generator is surging due to a lean burn condition. I have had great luck with adding Seafoam to the fuel.
