If you're just jacking the axle up far enough to change the tire, then it wouldn't matter that much. If you're jacking the whole side of the trailer up then the stabilizers should be retracted.

The last flat tire I had on my RV trailer was while we were set up at a KOA. Stabilizers were down/ramp for the sewer hose was set/etc.
Raising one end of the axle enough to get the flat tire off and on. No need to lift the whole side of the trailer.
