Final option woudl be a device called a "Tick Tracer" this is a Radio transmitter with clip leads. you unplug from shore power. clip it to the water heater's power leads at the relay.
Then using the receiver you swing it past the wire. You will hear a BEEP as the "Wand" points to the wire. Well follow the beep. when it ends. you are pointing at the power panel. - joebedfordNomad II

What is below oven? - the_bear_IIExplorerI don't have your type of trailer but on my two previous trailers and the current one the power panels were located near the end of the power cord but inside the trailer behind a cabinet door. Your inverter or converter may also be at fault check to see if a breaker has tripped on the device. Once in awhile mine will trip.
GFCI outlet may have tripped somewhere on the same circuit as the heater.
