I know of it and the adapters are in the link above. I never did it because I didn't want to carry a tank filled to 3300 psi in the truck bed over some of those roads we go on. I would of had to construct a padded wooden frame or box for the tank. I also did not want to drag a delicate regulator around either. I see there is at least one rig above that eliminates the regulator.
Unless you have a scuba cert card you may have trouble filling a tank tho.
I think any local welding supply place will fill them with non breatheable O2.
You would not want them filled with pure O2. First it is very hazardous, you haven't seen a fire until you've seen one fueled with pure O2. Second, it could make the tire rubber deteriorate very rapidly and convert those tires to bombs too. CO2 or N2 would be OK but you better label that tank, it would have to be flushed before using it for scuba.
