Toilet into black tank...not sure this looks right?

Question on a 2011 Lance 1685 black tank/toilet... Trying to figure out if we have an issue or if its just the first time we've noticed something... Not able to add a picture, but what we're seeing...

Pour a full bucket of water quickly into the toilet and then go look underneath. If there isn't any water running onto the ground, then your' fine. I've never heard of an inner and outer tank set-up.
