Your water heater has two methods of heating water...electric and gas. The "toggle" switch you asked about turns on the electric watwer heater element. The black switch with the red light turns on the gas. If the red light turns on, then the burner failed to light. Turn it off wait and the turn back on. You can use either or both to heat your water.
To use the electric my WH has an on/off switch on the outside also (along with that one on the inside), that has a pin in it to make sure it isn't switched by mistake. Just take off the outside panel and look around. - DownTheAvenueExplorer

Thanks!
There is another switch with a black back panel and a red light. This one seems to turn on the water heater. The toggle to which I refer looks like a normal house type toggle switch. The water heater seems to work with this latter switch in the off position, It is marked off and on. The up position is on...

I've never seen one that came from the factory that way. I changed the factory switch to one that is illuminated when ON (vrs OFF) on both th 99 and 2012
To the OP, never turn that switch on, except then you have the water-heater full. - donn0128Explorer IITurns on the water heater. Does it have a red light?
