-In the first place, LT tires are excluded from all labeling requirements attached to P tires, including that for speed rating. That designation is purely voluntary on the part of LT tire manufacturers.
-The "speed rating" attached to LT's is 75 mph, and the vast majority adhere to that minimum, some mud/snow tires representing the majority of the exceptions. That's the standard used for testing for compliance. It was developed through cooperative effort between the industry and the NHTSB, and is reflected in the table given at
Michelin's speed ratings page.

Even those few LT's with higher speed ratings on the sidewall are NOT typically approved by their makers for the stated speeds when used on an RV of any kind, including trailers. One notable example of such derating is the well-known Michelin Rib- Q" rated (99 mph) if used on
light trucks, but downrated to (the minimum) 75 mph if used on an
RV/trailer.
