Yes! They should lock up when testing them at full power, or at least yank the truck and trailer to a fairly quick stop at 25mph.
I had the same issues as you. I found after checking all connections and trying a different brake controller that my magnets were no good! This was from day one with my current trailer. After i replaced all 4 magnets i could lock the trailer brakes when teating them and when towing normal the truck and trailer would stop almost as fast as the truck itself!!!
Everything else being OK, my bet is on your magnets.
