Quick update:
Tekonsha says that the trailer should definitely be locking up - for sure at a max setting of 13 (and probably much lower). They have asked me to test the voltage coming out of the back of the P3 (blue wire), at the 7 way connector at the truck (with the trailer plugged in, testing the wires on the backside coming in on the pins at 5 o'clock "hot" and 7 o'clock "ground") and back at the breaks to ensure there is no wiring issue along the way. I just bought a Voltmeter at Home Depot and am going to test that tomorrow. They said there should be no more than a 2 volt drop back at the brakes (i.e. with the P3 set to 13, it should register an 11 back at the brakes).
I had the brakes on the camper looked at by a Dexter Axle dealer today and they said that they looked great and they said that the self-adjusting feature is working. They are going to go ahead and re-pack the axles since it's right at a year old and while they are doing that, they are going to look up in the brakes and check them out in more detail.
At this point, I think that there has to be some sort of wiring issue where the voltage is dropping between the P3 and 7 way or the 7 way to the brakes, but I will confirm with the voltmeter. This doesn't seem likely since the tow vehicle is a 2012 Toyota Tundra, but we'll see.
