I suspect that your brakes are NOT working at all. If you have someone activate the manual brake controller and you listen at one of the camper wheels you should be able to "hear" the magnets make contact. The magnets contacting the brake drum are quite independant to the adjustment of the brake shoes. In fact, if you had no shoes at all you should still be able to hear the magnet make contact.
