Same issue with my F350 brake controller. I adjusted my brakes and then went for a test run and still cannot lock up brakes. Controller set at 10. When I manually apply the trailer break it does slow me down quite a bit and does stop the truck at 25 MPH test. When we took delivery of the trailer last year the tech who did my test drive was surprised the brakes did not lock up. He said they probably just need to broken I . 10 months later still the same. Taking trailer to dealer to have it looked at. I'll let you know what they say. Travel on.
