No. Tow rating may include a single 150 pound driver. Payload per the tire and loading sticker does not.
2009+ Ram has the lowest payload in the class. 1100 pounds sounds right for a crew cab 4WD Laramie. There are lower. The Rambox option alone uses up about 150 pounds. Side steps 50-100 pounds. Laramie Longhorn is lower, and the Ecodiesel is also lower. The Platinum trim F-150 has the same issue. I have seen under 800 pounds for both F-150 and Ram 1500 since 2009. 10k tow rating 1100 pounds of payload - tow a nice boat without the family. Plenty of power and gearing.
The spring rate is quite low. I don't know if that is protecting any other component on the truck. Many people with them increase the rear suspension effective rate (air bags, Timbrens). IMHO, they are masking the overloaded situation.
