I have washed my rig many times using a bucket and cloth plus a towel. Have never had any campground owner complain about doing that. Those "no wash" rules are in place to conserve water, and keep the campground from becoming a muddy mess.
Cleaning your rig with a bucket and sponge does not hurt anybody and, in fact, makes the campground look better. It has never been discouraged or forbidden in my experience. I never hesitate to do if if needed, no matter what campground I'm in. I would also never ask permission to fill a bucket of water!
