Technically you’re correct. Think those trucks were rated around 12.5k towing.
That is totally limited by the power of the engine and the corresponding trans.
The rest of the truck is well suited for considerably more.
Bone stock, she will struggle with a 7 ton 5ver on the grades.
A small canned tune will make a world of difference in power and you can save the trans if you drive it right, or worst case you spend $3-5k on a built trans and throw power at it no problem.
I’d buy it. Run a 50-60hp tune and keep it out of OD (if it’s an auto) when you are running more than it will pull with stock power.
If you’re not at all into mods and monitoring the vehicle then yes it’ll be a pooch in instances.
There is plenty to tout with the new diesels in the last 5-7 years including double the power of the 7.3, stouter all around chassis and drivetrain and integral things like exhaust brakes and trailer brakes, but 20 grand isn’t going to fetch one of them.
For “old” diesels, my top 3, in order, apples to apples, would be LB7 Dmax (only auto trans I’d want in an early 2000s truck), early CR or late 24V Cummins with a 6 speed, or a 7.3 super duty with a 6 sppeed.
