The motor is shorting, thus the jack becomes 12vdc... the camper, jack bracket and jack body should be all grounded.... The motors are internally isolated so it can run both CCW and CW.
If the motor shorts internally then it will normally trip the thermal breaker or blow a fuse....
There is suprisingly enough resistance of the short in the motor and the area where the sparking occurs to keep things from blowing/tripping the fuse/breaker.
Disconnect the wire on this side where the arcing is occurring and try the other side by itself.. I can not imagine both motors being shorted.
There might be enough water in the jack motor to create this condition, just a thought.
The battery negative is part of the camper ground..... That is why the motor internally has to be isolated from it's outer shell. Most DC motors are like that. Other wise they could only turn one direction!
