Watching your video again what is happening is the resettable breaker is tripping right after that real good spark....They usually take <>10-30 seconds to reset.
The motor is shorting.
You might pull the motor off and loosen the bolts that hold the ends on.. No need to take it apart to see if water comes out of the motor. If water actually got in there then the motor bearings will probably rust...ugggg.
You did not say what brand of jacks they were... Happijacks will leak... Never heard of an Atwood jack leaking.
