I would say get the title straightened out before you spend much money on it, that might take a while.
I've got a '95 Holiday Rambler and that thing is built like a tank! The one thing that drives me crazy is everything on the exterior I want to replace is riveted on instead of screwed. So replacing a cracked fan vent dome will take hours instead of minutes to do.
Those lower skirt panels are thin aluminum sheets riveted to the trailer and frame, you will probably have to cut those out and make new ones. It should be fairly easy except on the corners. On my trailer the corners are plastic and I'm sure there are no replacements available. You might have to make something out of fiberglass
