1)Establish that power is being delivered to the towing vehicle's harness in all functions, using either a test light or meter.
2)With towing vehicle's harness connected to trailer, test for power at a lamp fixture.
3)If power is present at fixture but lamp will not light, a ground connection is open. If power is not present, an open circuit exists between functioning harness and lamp fixture. This assumes that the lamp is functioning.
There are different ways to cure this but careful inspection and tracing wire is the first step. Sometimes, it is easier and more effective to install a new wire to enable the circuits that are not functioning.
