What I am understanding from this report is that the trailer tires are tested at 88% of their max load rating at a speed NO GREATER than 55 MPH.
Why do ST tires fail? Because they are TESTED at 50-55 MPH MAX. I imagine that we would see a lot less ST tires blowing out if people would simply have MORE tire than they have load and slow the rigs down to 50-55 ish MPH.
A tire that is allowed to run at full capacity (Both weight and speed in these cases) will wear out quicker than the tires running excess capacity at a slower speed.
