You are free to pick the third world country you wish to have build your tires if it gives you some sense of security.
My lowly "P" rated Wranglers were made in th US in '09, the ones I just bought dated '15 were made in Canada.
Your tires are going to be built where the manufacturer feel most confident. There is no guarantee where or how well they will be made outside of the seller's reputation.
