Cluster of fuses have been rerouted......help !!!!

Hello. I was using a test light on fuses that are located outside below the driver's seat. The cluster of fuses on the left side of the box work fine according to the test light. The cluster of fuses on the right side (18 accesories in total) do not register with the test light at all. I tested this non registering cluster with the engine on and off. None of the fuse wires in the fuse box have been disturbed or changed. I pulled a few fuses and tested behind the fuse in the box and nothing. I then tried some of the accessories that are associated with these fuses and they all work fine. I spoke with my mechanic and he says that before I purchased the RV someone must have taken that cluster and rerouted it to another power source. This could be a big big problem as one of the accessories in this cluster works the back brake lights. Anyone have any suggestions...ideas...solutions to what could be a big problem.     he has not lost power
    the circuits are hot
    the ground he is using is NOT the Negative side of the circuits he is testing

    sounds like the those circuits, that panel , is isolated , a closed loop, not using what ever ground he is using for the other side of his test light
    or just turning on the key is NOT enough
    i think he said he tested with the key on
    but did he test with the engine running ?

    Well...Thank you to everyone for responses. I will let you know the outcome. Taking RV to an electrical specialist for RV.

    except he claims that all the items that this fuse bank are supposed to feed are all working

    That is a sub panel
    There is another larger fuse feeding that
    And possibly a relay
    Goto the main panel under the front hatch or under the dash
    And find the feeder fuse
    Check the large blade fuses 40, 50, 60 amp
    Pull them out and check then with a meter one by one
    You might see that one is blown out

    Did you also loose power to windshield wipers radio etc..

    Yes..both batteries are engaged. It is the chassis side that is not working.

    If I'm reading this right in your fuse panel one side of the bank is working and the other side is not correct? In side the coach you should have switches for the coach battery and the chassis battery are they both on when you test the fuses ?

    I have gone over some of your responses and I grounded the test light in the same spot as I did with testing the fuses that work. The reason I do not think that it is a bad solenoid is the accessories for the defunct fuses still work.
