That 460 is EFI, and the high pressure pump is in the tank.
I think you will find the fuel filter on the inside of the driver side chassis rail, toward the rear of the cab.

This Thread about it. Pay attention to the illustration of two types of filters. If you have the garter spring type of connection, be sure you use a replacement filter with the long tubes, or it'll be a battle royal the next time you go to change it. The common disconnect tool is 5/16". A 1996 chassis might have the "duckbill" type where a plastic clip holds the connection together. That type is shown on the larger filter in the picture.
Pump failure is common. I believe restricted filters shorten pump life, but I haven't heard of anybody whose truck wasn't running then ran properly with just changing a blocked filter. If the pump is running but weak, you can add an in-line pump (high pressure, remember) but when the in-tank pump fails completely, it'll have to be replaced to restore flow. Ford's older low-pressure pumps (for Carburetors) DID allow fuel to be pulled through a non-running one. Not so with the high pressure ones for Fuel Injection.
