No AC power when connected to shore power.

The converter would not block 120V power from the motorhome circuits. Given that the generator works and the outlet you're plugging into is live, it pretty much has to be something with the shore power cord or transfer switch or some connections between them. If you have an EMS such as a PI unit, check it also for error codes etc.; often they're wired to only be active on the shore power but not the generator.
