No air coming out dash vents

Well. Here I am again...There is NO Red high pressure air line. Vacuum Pump is the Ford electric pump with two wires to it. The part is foamed in place--that is, it is OE! My manual is WRONG!
BUT, NO POWER to pump. I have ordered another one (Dorman) off of Ebay, BUT the original one DOES RUN off a 12 Volt power supply! The fuse for HVAC was GOOD. So if I cannot find out why no power to pump, I guess I'll just run another hot line to it. CRAZY! I do not know if the vacuum pump is supposed to run whenever the key is on or just when the HVAC is not switched OFF.
