Well.. Kind of "All of the above are correct"
On some motor homes and trailers the "Flap" is outside, it is locked closed by two turn locks one on each side, You have to RELEASE the locks so it can open, Air pressure from the fan will open it.
On MY motor home (And nobody told me this) the flap is inside, there is a spring under the hood, right side at the rear. You push it IN to latch the flap, and pull it out to let it flap. Again air pressure from teh fan opens it (it acts as a one-way valve in both cases).
So basically all of your options may be correct. (I know, confusing)
I leave mine unlocked all the time. Some folks object to the flapping.
