Battery not charging. when plugged into shore power

My battery will only charge when coach is running. Charges up to 13.8 volts dc. when i shut coach down the battery looses it's power rapidly within a few hours. When I plug into shore power the same issues. I don't know how to figure out if it's the battery or the converter/charger. The model is a MagneTek 900 series not sure what one. The coach battery is brand new. The secondary battery is about a year old. Any help would be greatly appreciated

Which one are you talking about?
Coach battery is the one in a compartment that the converter charges when stationery and plugged into shore power.

Chassie battery is under the hood.

Sounds like your converter is not working properly to charge it after you park and/or you have a bad coach battery.

Put a tester on the converter and hold it there for a few minutes to see if it reaches where it should be or not or exceeds it.

Have your batteries load tested - most places that sell batteries/tires/auto-parts will test for free.
.
If your lights get brighter when your hooked to shore power that's likely an indicator that your converter is working. If not then it might be fuse related. There is usually an auto reset circuit breaker near the coach battery - if that blows then your battery won't charge - best to Google to get a picture because it doesn't look like std circuit breaker. Also check the fuse on the converter.

Which battery are you talking about? House or chassis?
Chassis battery does not normally charge from the converter.
House battery is fuse protected, so start by checking voltage at the converter output, then follow the cables toward the battery comparing voltages.

Disconnect the battery leads then plug into 120 volt power and measure voltage across the battery leads positive and negative, at the converter. Zero voltage means converter is not working. The reason you disconnect the battery leads is so when you measure you're not measuring the voltage in the batteries themselves. If your batteries discharge quickly there MAY also be a problem with the batteries but doubt if this is the problem. Small surface charges do not last long when batteries are improperly charged.
