Keep in mind how much $20 is when you total the expenses of the trip. Enjoy, $20 should not make a difference in the trip but does make a big difference to the people of Baja.

Mexican tourist permits, or FMMs (Forma Migratoria Multiple), are required for all non-Mexican citizens entering Baja. As of September 2015, the “free zone” for FMMs (trips within the 20 kilometer border zone for less than 72 hours) is no longer valid and everyone entering Mexico will need to obtain an FMM. A passport or passport card is required to obtain an FMM.

YES, FFM req'd for Baja Sur. Not for Baja Norte.

as of a few mo's ago, ALL tourists
entering Mex are required to get an fmm. No free border zone,
3 day whatever. 7 day fmm is free, or pay for 180 day fmm.
???? This is typical of other advice.
This seems to indicate that even staying in los Algodones for medical treatment is not exempt, and an FMM is required for even 1 day. - John___AngelaExplorer

It's been free for decades over decades to visit baja Mexico. When you travel to foreign lands you need to pay an entrance (travel visa) fee. Your comment was just not necessary.
Almost every country charges fees for their Visas. (ie entry) Since no visa is necessary for Baja this is entirely appropriate.

Baja is not a "free zone" other than TIP-free (only for autos), and this has nothing to do with FMM.
FMM in Baja is required for most tourists, and as of this month it is MXN 500 ($US 25), not MXN 350. They regularly raise FMM cost in pesos as peso is sliding lower. This $22-25 FMM has been in place for at least 12 years, has nothing to do with the Wall.
Exceptions when FMM is not required or is free:
FMM is not required when you are staying within 50km zone (zone boundaries vary, but usually within 50km) AND if you stay doesn't exceed 72 hours.
FMM is required (though often not enforced) if you stay up to 7 days, and in this case it is issued free of charge.
Certain crossings are now issuing free FMM to all tourists who want to stay under 7 days, including those who stay under 72 hours. I don't know if there have been actual changes to the law that have caused this, but this is what border agents are doing now. And, btw, make sure you return free FMM when going back North, or you'll be fined next time you enter Mexico. Paid FMM they don't seem to track since they already got what they wanted - $25. - rocmocExplorerYup, just read over on bajanomaddotcom a FMM is required everywhere for any time limit. A change in regs occurred this last year.
