here (refer to bottom of second page, Figure 3) to download a pdf of the Delco Remy instruction sheet for the starter used on the Cummins ISC. Not sure if that is what you have. Check for 12 volts at the starter
SOLENOID when trying to start the engine (not the starter). If you have 12 volts there than either the solenoid is bad or the starter ground is bad. If you do not have 12 volts than there is a problem in the "start permissive" circuit.
As an additional thought, is your "parking break" (the yellow button) in the pulled out/parked position? It may contain an interlock that will not let you start the engine or pull up the levelers.
