Other than outright "faking it" as some may do, making the smoke invisible is rather simple. An example is an electrified grid over the top of the stack.
Some of the power plants started doing that when people complained about the black smoke coming from their stacks. Didn't do anything for the biggest pollutants, but made people "feel" better.
Sort of like these kinds of ordinances. "Feel good, do nothing" Most people with a 5th grade education understand this fallacy, but apparently that is NOT a requirement to serve in public office these days :R - camperkilgoreExplorerShutup everyone, and do like the good Russians do, cope with the "Hope and Change".
I'm thinking Canada might be a better place to live. I live in Florida though so my blood would probably never thicken up enough to keep from freezing up there.

I think some of the more radical attacks/efforts to control pollution based on climate change are out of control. Carbon Dioxide(CO2) is now classified as a pollutant. Methane is a greenhouse gas. There is one place in particular that has bright shiny stainlless exhaust that are as pristine as the day they came out of the box.
They don't BBQ. They boil and season and throw it on a grill for a minute or two. One has it shipped in already smoked. Nothing like week old smoked BBQ chicken. I suspect that there must be some ordinance forbidding the smokers but don't know. - DiskDoctrExplorer

You mean like "pollution permits" for jogging? Adds a lot more CO2 to the air than walking. And it is only a "tradition" you don't really need to do it to enjoy the outdoors. I've jogged before, but since I don't really need it to enjoy the environment, others shouldn't be allowed to do it. :R
Jogging generates heat, sweat, CO2, smell, all kinds of pollution. That's the "REAL" cause of global warming. :R
