It's difficult to calculate the amount of rainfall the entire state of California will have received by next week. But one weather expert has offered an estimate: 10 trillion gallons.
Ryan Maue, a Georgia-based meteorologist for WeatherBell Analytics, used forecast data from the National Weather Service to predict that an average of 3.3 inches of rain will fall across the state from Feb. 15 to Feb. 22.
"That's a very large number compared to previous winters and especially compared to the previous year," Maue said.

As it is most will flow back to the ocean. Lots of major cities will have issues in the future with the growth they are experiencing. Alanta GA just barely got by there last drought same with the Dallas-Fort Worth there last drought. It's going to take some long term planning. Kansas has a issue with it's lakes as well, there silting in. The we're only designed for so many years of useful life.

We have warm periods and cold periods, we have droughts and we have wet times. It means to me that humans really don't have as much "control" over what happens as some of us think that we do.
That is a lot of water though, and I believe it means that California will have a lot more system failures, because they have not properly designed or properly maintained their man made infrastructures to handle these types of events. If I calculated it right, it would raise the Salton Sea's 376 square miles by 125 feet. It all has to fall there though.
