acc lps fuse, battery starting hesitations



I hope I'm posting this in the right spot and please bare with me. This is all very new and every little problem I find seems overwhelming right now. I often find later that it's really not that big a deal.

I've been having some minor issues with battery or starter or ignition. Not really sure.

When I turn the key to start the engine, there is a hesitation that lasts for a good 2 to 3 seconds before the ignition ignites. At that point (sometimes) the rear camera flutters and I have to remove the fuse for it and put it back in before the camera stops its static.

Batteries are all new.
Connections are all new.
Cameras are new.
Stereo new.
Fuses all good.

What is the fuse ACCLPS? As you can see in the picture, its empty. Does it have to do with the ACC setting on the ignition?
The only info I can find online is JEEP related and it sounds like they are having the same sort of ignition issues I'm having.

Starter battery drains if left on for too many days (2 average) with out using the "off switch" we had installed.
Mechanic installed new dash radio and rear/side camera system onto starter battery. Maybe thats one issue..?

Camera is on all the time unless I turn the battery off manually under the hood (would have preferred a "hot" switch on the dash but the mechanic I paid didnt listen to reason- now its under the hood and I'm only 5'2" so:
someone else always has to turn it on and off for me or
I need a ladder or
I need to raise the battery tray .. probably the best move for future issues.
