It has to do with taxes since red diesel has no sales tax applied to it. You can legally run it in a generator if you have the proper tax exempt registration like we do at the farm, but not as a general home owner.
But only if you are using the generator for a legitimate farm purpose, correct?
It's the ROAD USE TAX. When power in our area went out for 8 days and I pumped water for uncounted neighbors, friends, and yes, strangers, no one was too concerned about the color of the fuel in the tractor driving the generator. Or should the government hire a bunch of inspectors to look in everyone's generator tank? Quick, raise the taxes to pay for them.
For all those considering a small generator to charge their EV, OMG the pollution. I thought they were concerned about lawn mowers? And cows farting and burping? And now everyone will need a generator (running on gasoline/diesel) so they can drive to work. Yep, That's real deep thinking. All these fools have their own axe to grind, refuse to even think about tomorrow, let alone 10 years down the road, and refuse to consider reasonable compromise, because they think their stupid idea is the only one that works. (Quick, I need to go down to the gas station for generator fuel)
