The Voyager XP should be lighting up. It actually changes colors depending on how much braking power is being sent back to the trailer.
I would start at the trailer connector and inspect the wiring. Its not Rocket Surgery and is pretty easy to trace the wires and find the break.
If you need to replace the brake controller look at the Tekonsha Prodigy P2, P3, or the Primus IQ. They are fantastic brake controllers.
Thanks!

Thanks Jeremiah,
The controller never lights up. Will it light up when the trailer is not connected to the truck via the long black cord?
I wish I had the proper terminology, then I could better understand how to describe items. When you say "trailer connector" is that the grey box tucked up inside and under the kingpin housing assembly where all the wires connect from the long black cord?
With your brake controller not lighting up at all I think your issue on the vehicle side.
When your trailer connector is connected to the truck the Voyager should be illuminated green. This tells you that you have a good connection.
When I talk about the trailer connector there are two components that I am referring to.
The Truck Side connector (Female 7 Blade RV Connector) and a Trailer side connector (Male 7 Blade RV Connector)
Here is a good page showing a discription of the wiring and a wiring diagram for the 7 way connectors.
eTrailer ConnectorHere is a video on installing and using your Voyager. Don't be concerned that this is a Voyager and not a Voyager XP. The function is just the same.
Voyager installation and Use videoIf these do not help, then I would start testing circuits with a circuit tester.
Here is one similar to what I use
Circuit TesterYou have a fiver and I am assuming that you have a vehicle side connector in your bed. Many times you will also have one down close to the receiver hitch. If you do, then you can try to plug in there as well.
As to wire colors...
Typically... the wire that powers the trailer brakes is blue.
HOWEVER, you can't always trust that. Sometimes guys use whatever color wire is available to them.
Thanks and good luck!
