I've never prefilled the filters on my 04 ISL engine... per Cummin. After turning the key on you should be able to hear the lift pump run for proximately 30 seconds before it shuts off.... go back and listen. Cycling the key three times... 1.5 minutes will fill the filters and get all the air out. Never had it not crank right up and continue to run. Not having to prefilled comes in handy when you do it on the side of the road.
Yup, that is what the ISL manual says-- and it worked on mine.
My recommendation: go with what is recommended by your engine manufacturer. Too many "correct" ways depending on what make, model and year the engine is. Also, what filter and primer pump/no primer pump the chassis maker speced.
