Actually and to my surprise, a Cummins Dealer treated me the best when I decided to forgo some work for myself. They played the game a little, but were easy to combat, so ended up more than happy with the results, which is usually about the money.
With the problem you're having, how does it act, if the main in your breaker box is off, since the genset must first actuate the transfer sw.?

Mine did it and I just changed the fuel filter but I filled it before putting it back in the line. Started and ran.
