Question about dry weight and actual dry weight

I'm looking at a trailer that has an advertised dry weight of 6190. The sticker on the TT reports it is 6434. Does this mean the sticker on the TT has already factored in the batteries, propane and other items (except for water)? I can't figure out how 244lbs could be added in options when the only thing that is optional is a ladder and slightly larger fridge (maybe 100lbs total). I'm assuming there are regulations that require them to include the batteries and propane tanks from the plants.
