I wouldn't drill larger than 5/8" for the pin. Even drilling 11/16" will give you a loose fitting pin.
Drill 5/8, then try it, it will likely be ok. If it's a touch tight, run the 5/8 bit in and out a few times. This will knock about a 64th more off the hole and should be ample.
If you absolutely have to go bigger, seek out a 21/32" bit, no bigger.
You don't want it too loose.

Do remember, you can always drill it a bit bigger, but you can't drill it smaller!

That sounds good. I will try the 5/8's first and see what happens and now I know that its 11/16th if need to be bigger I know what it is...that 11/16 measure was from the hole in the existing tow hook that I have. I bought one of those 4 in 1 balls and all the others fit the hole except the 2" ball which was the one I needed. did not fit the existing hole in the receiver therefore have to drill one. like this one

:) Hi, 21/32" is the correct size; I just had my shank re-drilled and shortened.

Hopefully you have access to a drill press?
Use lots and lots of oil!

Yep, the arrow points to 1 11/16". Seems a bit big for a 5/8" hitch pin. :)

2 lines past 5/8" is 11/16".

Center punch where the hole is to be. Drill a 1/8"-1/4" pilot hole, then drill the 11/16" hole. Much easier than trying to go straight to 11/16". Use a sharp bit, drill slowly.

Assuming the tape measure is "normal", as in each line represents 1 16th.
5/8= 10/16 +2/16 (the two lines referenced) = 12/16 AKA 3/4"
