Likely the cop would not have ticketed you, because you were "standing", not "parking." The two are legally distinct. Standing is having a vehicle sitting at the side of the road with someone there for the purpose of loading or unloading people or cargo. If you look closely, you'll find that some signs say "No Standing or Parking" and others just say "No Parking," and that's the difference. True stories: One Big Shopping mall, At one time I think it held the honor of being the largest but now it's kind of small compared with say Malls of America malls..
Christmas,, Woman pulls into handicapped and tells Security "I'll only be a minute" 2 hours later her car's in impound clear across town and she's ... Well,,, Upset (Like I said 2 hours later).. Oh well, I know how much tow trucks cost in that town too (Used to dispatch them)
Same mall, A bunch of teens, Security says "You can't park there" and ... Well the one finger salute... Kids return, eventually, Security is still in the area.... Again this is winter.... WHERE IS OUR CAR?... Over there (points)
Kids look and all they see is a mountain of snow..
Finally the guard says "Look up"
Bootstrap crane had lifted the car and set it where Security wanted it, ON TOP of a snow pile a good 10 foot tall.

The lot appears empty and the RV maybe occupied with someone in the driver's seat. Much to do about nothing
