We have a situation at home that is driving me to distraction.
Our across-the-street neighbor recently moved in to his mother's old house, and he brought with him a dog that howls constantly - all day long - when he and his wife are at work.
They have five acres, but it is only fenced on three sides, so they have been tying the dog during the day. This is his daughter's dog, and he's pretty much stuck with it.
He is aware of the problem, and is trying to cooperate. Meds the vet recommended only worked for a day or two and now the poor dog is wailing again.
Any suggestions at this point would be appreciated.

The poor dog should not be tied up at all without adult supervision. That's crazy, my dog would bark too if she was tied up all day long. I would worry about the dog hanging himself, a predator, weather conditions and knocking over the water bowl.

There's always this route - doesn't hurt the dog but stops the behavior:

But I also agree that leaving a house dog tied outside for 8+ hours per day is cruel....

I too suggest that you volenteer to dog set for the guy. Be a nice guy.

I agree time to get the authority's involved. Tying a dog out all day in Texas heat is just plain abuse. Please help this doggie.

They are tying the dog up for hours on end? How cruel. I'd howl too. Tying a dog up outside is illegal in our county. You appear to be in Texas. There is a Texas state law that prohibits tying a dog up for more than three hours. You've tried to deal with the owner and it's not been resolved. Time to come to the dog's aid and get the authorities involved.

The Dog is lonely, you could offer to pet set.

He could be lonely, missing his master. It may be that he's used to constant human companionship. He could be scared in his new surroundings. Meds aren't going to "fix" any of this. If the neighbor is trying to do the right thing maybe he needs to talk to his daughter and make sure the dog goes to a home that can give it the attention it needs.

Unfortunately for the dog, I'd be calling the local police/sheriff department every day it happens.
