How can I dispute a claim that is denied.

The Power Steps on my 2014 Thor Challenger Motor Home broke. The gear plate bolt that the Gear Assembly rides on snapped off and the steps just swing free. My Extended Service Plan Coverage says that Power Steps are covered ("22. Power Steps – Power step lines, fittings, cylinders, worm gears, electrical switches and wiring harness, entry door motor and mechanism"). The claims person said that bolts are not covered. What they are claiming to be just a bolt that is not covered is a shoulder bolt that the gear assembly is attached to allow the step electric motor to extend the step and the motor cover plate is attached. It is machined part that is part of the mechanism that makes the step extend and retract and is welded in place. How do I dispute a claim that is denied I understand it is his job to not approve claims. I want to challenge the claim being denied, is my only recourse to go to arbitration? If my only option is arbitration can you tell me how to start the process?
