- Desert_CaptainExplorer IIIWhen we visited the Nexus factory I had them add another set of seat belts to our C as the dinette only had one set. Everybody in your coach must, by law (in every state), have and wear a seat belt. I know a lot of folks don't but that does not mean it is a good idea.
I don't think there is any law regarding removal of existing belts but is the OP really willing to give up the ability to legally transport more than two? :h When we have guests they each have at least a lap belt available. I won't transport more people than seat belts as that is the law and IMHO, a very good one.
As always.... opinions and YMMV.
:C - bob_nestorExplorer IIII never understood the seatbelts in the dinette in my last RV. Why? There were warning signs attached that stated "these seats are not to be used while the vehicle is in motion". So what would one use the seatbelts for then? Strap young children down until they finish their veggies?

NHTSA has this to say about it.
There are no legal requirements regarding seat belts in the living area of an RV. Or any other safety standards, I might add.
NH49 CFR Part 571 Seat Belts on Motorcoaches
In accordance with NHTSA’s 2007 Motorcoach Safety Plan and DOT’s 2009 Departmental Motorcoach Safety Action Plan, NHTSA is issuing this NPRM to amend the Federal motor vehicle safety standard (FMVSS) on occupant crash protection (FMVSS No. 208) to require lap/shoulder seat belts for each passenger seating position in new motorcoaches. This NPRM also proposes to require a lap/shoulder belt for the motorcoach in all seating positions, which currently are required to have either a lap or a lap/shoulder belt. - gloriebkjExplorerWe did this. Be sure to check if any of the wiring, etc runs through the metal frame that the belts are attached to the flooring with. We actually had to have the metal frame cut to remove it because of the stuff that was there.

You may have a legal duty to inform a prospective buyer of such a modification since such a person may presume the belt is there. .
I sort of doubt it since RVs vary greatly as to which seats have a seat belt, people who replace dinettes with separate tables and chairs, replace sofa with recliners, etc. you can't assume that each seat will have a seat belt.

You may have a legal duty to inform a prospective buyer of such a modification since such a person may presume the belt is there. Other than that, the only "legal" issue you'd be likely to face would be in the presumably unlikely event that you had a young child in the RV with no means to provide a seat belt for him/her. That would get you a ticket in most states.
