Removing excess butyl tape/putty

The butyl tape or putty has been spreading out from the edge seams and turning black. I can trim some of it with a plastic knife, but anybody know what I could use to get the black off?

2nd Gas Tank question

I have a new-to-me 1982 Holiday Rambler Imperial with two gas tanks. When I flip the switch from one to the other, the gas gauge doesn't change. Am I right in guessing that the 2nd tank does not have a gauge?
