Onan 5500 Producing 2.0 volts. Pics inside

Ok so here is the issue and here is what I have done.

Diagnosis: 2.0 VAC output measured both at transfer switch and then at breakers on genset itself.

Attempted Remedy:

*Followed Troubleshooting guide to brushes, lots of life left on them
*Electrical Contact cleaner used on slip rings
*Used a wand with cloth on the end to help clean slip rings.
*Checked ground between genset and chassis, ground seems ok.

Attached is pic of rings. I dont know if they are worn or still dirty.

I measured resistance across the rings, 22 ohms. Apparantly about 30 is normal from what I have been reading.

The genset is inside a 1999 fleetwood bounder 34v. The remote on dash starts it just fine, and the genset runs quickly and quietly without any fuss. After all this, still only 2.0v ac on genset.
