Our dinette frame work, as I thought all others are, is a simple wooden structure. Lifting the seating cushion gains access to the entire cavity below which is completely open for storage. In many cases, the RV company places mechanical items inside, for example the fresh water tank, furnace & ductwork, power transfer switch, things like that.

Looks like they installed the seat belt mounts first and then built seats over them...I'm having a hard time cutting 2 of the hardened bolts off in order to get clearance to take frame out....UGHH

No inspection has ever checked for their presence.

I have looked at several motorhomes with a separate table and chairs (seating positions) and none of the chairs had seat belts.
as stated, many had various signs to indicate that various "seating positions" were not for occupancy while in motion.

that is required, check with them.
Removing them may cause you to fail the safety inspection.
When I lived in Va. we had an annual inspection and seat belts
